Is it legal to log time as IFR using the OnTop software? If not, what are the requirements for a legal IFR sim?

Short answer: Maybe! with an Instructor.

It must be an FAA approved PCATD, and must be under an instrument instructor's supervision. Somewhere there is a list of approved flight training devices. I will look to see if I can find it.

Edit: Here you go, it appears the On Top software is approved, however there are also certain computer hardware requirements, as well as the requirement that in order to log the time it must be done with an instructor present.
