Adjusting Vacuum and leak testing

Sorry if this is redundant. I tried a search and did not see this info.

Lycoming o-320 engine and vacuum system.

Trying to adjust vacuum. Is this somewhat normal?
Anything below 1100 RPM i barely see any vacuum on the gauge.
@ 1500 rpm it reads the very bottom of the green arc.
@ 1700 rpm it reads 5 in HG. =center of the green arc.
anything higher in RPM it stays at 5 in HG.

I watched a great YouTube video on how to check pitot static lines with hose and a syringe.
Is there any way to check my vacuum fittings for leaks?
