Nose Wheel Pant Braket Wiggle/Slop

I get the feeling I am missing something...

I am working with the 4/30/19 update to DWG C1 for the RV-7A, i.e. RV-10A / RV-14A gear design applied to the RV-7A.

The wheel pant brackets (U-00713C L and R) are .062 thick. The drawings call for nesting the NAS1149F063P (.03125 thick) and NAS1149F0663P (.0625 thick) in the notch in the wheel pant brackets, then securing the brackets with the larger-diameter 062 25783054.

I can't understand why the NAS1149F063P (.03125 thick) is there. It causes the large-diameter washer to stand proud of the surface of the wheel pant bracket, causing a substantial amount of play/slop. Mathematically it seems like deleting the thinnest washer would solve the problem, but I hate second-guessing the drawings.
