Torque on rudder counterweight

Hi all,
newbie here, just finishing the rudder. Wondering what the torque on the AN509-10R16 holding the rudder counterweight should be? (they screw into nutplates, so not sure what torque value - if any beyond "tight" I should be using)

I wondered about that but couldn't find a number anywhere so I just got it hand tight. I also used loctite on those bolts (blue because I'm chicken) because it should really never be coming out.
 
Use the torque value for the diameter of the fastener (screw) adding the resistance of the nut plate as you would for a nylock. .
 
Make sure the weight is seated well in its position and not hung on the rivet shop heads on the sides. Once you close this, there is no easy access to it.
