Nose gear leg torque

While installing the replacement nose gear leg, I looked for but couldn't find info relating to tightening the nose gear leg attach bolts. These bolts secure a bushing on the inside. 2 are on the engine mount and the other secures the WD-1016 to the WD-1017 gear leg.

So how tight should the castle nuts be?

Pages 46-5 and -6
The two attaching to the engine mount are AN5-22, and the one attaching the elastomer shaft (wd-1016) is an AN7-26.

Per section 5
AN5 gets 100-140 in-lbs
AN7 gets 450-500 in-lbs
 
I thought about using the torque specified for the bolts, but because the bushings need to be able to rotate with the movement of the gear leg, I'm thinking that might be too tight....

Look closely at the design. The bolt should not prevent the bushing from rotating.
