Wheel bolts

Can anyone tell me the "why" behind why two of the four bolts holding the axel to the gear are reversed? I have read "for clearance", but that doesn't make sense to me. It seems they would be much easier to access if all nuts were on the inside.

I'm not trying to argue the point, just trying to understand.

(For orientation, the left of the picture is "down")

IIRC, it's for clearance with the curve of the wheel pant which comes in tight right there. I remember having to change their direction at some point and am pretty sure that's why.
