Hole in Spar and Doubler, but not in drawing

Hello everyone! I'm just doing the initial fit of the vertical stab bones and ran across a disconnect between the parts and the drawing. Hoping someone has run across. The VS 808PP and VS 803PP both have a #30 hole located just above the two lower most lightening holes that isn't on the drawings. This hole is right in the area of where the two attachment bolts will reside once the vertical stab is fitted to the fuselage so I know this area is critical. Two images are attached. One shows the hole in the spar/doubler assembly and the other shows its location highlighted.

Tooling holes

Sometimes there are tooling holes in the parts only used during part fabrication. These dont always appear on assembly drawings
 
I noticed that on mine. .I believe a call to vans will tell you that you can either leave it, or put a rivet in it. .doesn't really matter. I left mine alone.
