Elevator doubler question

I am building a new elevator and there are four extra holes in the doubler but not in the spar or the spar reinforcement plate. Do the extra four holes (marked in red) need to be drilled through and riveted?

No, I believe they are only required if applying the SB to an already built elevator. I left them alone on my 7.

Vans sent me an email response and they stated "The manual doesn't make this clear, but match drilling all the holes in the E-00001A & B makes sense."

I am going to go ahead and put a rivet in each hole so no future questions are raised.
