Upper tolerance for rivet head height

I am riveting the stiffeners on the elevators which call for a AN426AD3-3.5 rivets. This appears to be the correct rivet size but the head heights are coming out a bit high (0.065 in), while the milspec calls for an upper head height of 0.050 in) I have driven these until the rivet gauge hole is a tight fit which is more than 1.5 diameters and they are still high. Is this acceptable? I would rather not over drive them even more.

My thought is if they meet the min dia spec after driving,and they are taller than the min spec, they are good. I think the only trouble with longer than desired rivets are that they tend to bend over and clince. I have used longer rivets than called out several times just to be sure. Most of the time, the bigger the shop head, the better, but I dont mean to excess.
