RV 14 elevator to tip connection

Hi gang, page 9-16, connecting the main spar to the tip rib. The E904 flange fits better under (on the inside) of the E-00902-1L spar flange, but there?s no real picture I can find to verify that. You?d have to squeeze the spar flange down quite a bit to go the other way... Don?t want to be redoing this so looking for some confirmation from the experts
