Page 20-02 W-1021B-L flap gap stiffener orientation

The plans are not 100% clear so I want to ask before riveting. The flap gap stiffeners get riveted to the flap gap fairing. The question is whether the stiffener should be oriented to hide the rivets (non-riveted flange facing inboard) or not (non-riveted flange goes outboard). The drawings in the plans face this part away from view so the non-riveted flange is not visible. Does anyone know the right answer here?
 
My take is the rivets are on the exposed side (not hidden). When looking at the image closely (zoom in on computer), the large radius is on the side towards the wing tip. Additionally the note in figure 1 ?this side towards spar? matches that thought process. I assume that there is a difference in the angle or spacing from the rivet line that makes them not interchangeable.
